The draft makes an explicit reference to a constitutional guarantee and to freely given consent of both the North and South of the island of Ireland. The notes below this further probe the exact preferred wording, which speaks to both the caution and perhaps uncertainty of the British position at this time. After this there follows a second draft paragraph based on the assumption that the constitutional guarantee is contained elsewhere in the Joint Declaration.
