Kennedy's meeting with Taoiseach Albert Reynolds was about the joint declaration initiative. Reynolds states that he has to be 95% sure of success in order to accept a joint declaration proposal and that he'd want John Hume's approval. He hoped the British were keeping Jim Molyneaux up to date with the negotiations, and struggled to see why the British Government were so pernickety about the language around self-determination.
