A letter from Quentin Thomas to PS Patrick Mayhew concerning the Talks process and renewing the dialogue with the Irish Government. Includes a draft letter for Patrick Mayhew to send to Dick Spring seeking a re-dedication to the Talks process and some bullet points to draw on defending/pushing the Joint Declaration. Hoping not to restrict the Ancram talks to Strand 1 topics by getting the Irish more involved. Also concerns the response to the Joint Declaration and straetgic responses to it. Finally, the necessity to push a return to negotiating a framework agreement, as well as the strategy involved going into those talks.
