This memo, addressed to Danny McNeill and Anthony Pawson, provides a commentary on the reaction of the PIRA/Sinn Féin to Peter Brooke's Whitbread speech from 9 November 1990, by analysing four public responses from Sinn Féin. Marsh explains how the speech has impacted Sinn Féin's analysis of the problem in Northern Ireland and expanded the possibility of opening direct dialogue between the British Government and Sinn Féin. It also refers to Father Alex Reid's article on republican violence and the peace process in the Irish Times. The document is lightly annotated.
