This document outlines action points agreed upon at the meeting chaired by John Chilcot on 4 January 1991. The action points involve the preparation of a provisional statement and defensive lines in the event that the British Government's direct or indirect contact with PIRA became public knowledge. NOTE FOR THE RECORD

POLITICAL MOVEMENT AND THE PROVISIONALS

The PUS chaired a meeting on Friday 4 January to consider latest developments on this issues. The following actions points were agreed:

(i) A provisional draft of a statement of the position HMG would take if it became public that a Government representative had talked to PIRA without a permanent renunciation of violence from that organisation first. [ACTION: Mr Marsh]

(ii) Defensive lines to take on it becoming known that John Hume had been talking to PIRA/Gerry Adams about the possibility of a ceasefire and discussions with Government. It was agreed that this would draw heavily on the stance adopted in the Whitbread speech. [ACTION: Mr Marsh]
