This document provides an account of a meeting that took place between John Bruton and John Hume on 1 November 1996. Hume told Bruton that he had met with Gerry Adams the week before, and that Adams had told him to convey to John Major that PIRA would announce an unequivocal ceasefire as soon as the British Government issued the 10 October draft statement. He said that Major remained skeptical about this, and wanted a signal from PIRA that the ceasefire would be serious. Major and Hume had also discussed the timetable of and expectations regarding the entry of Sinn Féin into the talks. Hume confirmed that Adams had agreed to have the principle of consent included in PIRA's ceasefire statement. They also discussed the possibility of a unionist walk-out in case Sinn Féin was admitted into the talks.
