This joint paper by the British and Irish Governments from September 1996 notes the Governments’ commitment to the compromise approach to decommissioning laid out in the report of the International Body. The compromise entails that some decommissioning will take place during the negotiations in order to move past the current political deadlock, and the Governments agree to publish draft decommissioning legislation at the opening Plenary session. They also agree to establish a committee for the purpose of implementing the International Body’s report, chaired by the Independent Chairman of the Plenary, Senator George J. Mitchell, and set the first meeting for October. The paper sets up a plenary session in December to monitor the progress of the negotiations and lays out the working agenda for the committee, which includes reviewing government legislative proposals, conditions necessary for decommissioning, and developing details of the decommissioning process.
