This document provides an account of a meeting that took place between John Hume and Seán Ó hUiginn on 29 October 1996. Ó hUiginn said that Hume briefed him on his meeting with John Major that took place the same day. Major said that any PIRA ceasefire would have to make it clear that it was permanent, and Hume said that he thought that the ceasefire statement would likely make use of Governments' own language of "unequivocal restoration, etc." Hume suggested that Major send a trusted intermediary of his own to talk to Adams. Hume and Major agreed to talk again the following day.
