This document by David Donoghue, the Anglo-Irish Joint Secretary, records the details of meetings held on 25 September 1996. Donoghue lists the meetings held by the Government delegation headed by Hugh Coveney, Minister of State at the Department of Finance, and the hand over of a joint paper to David Trimble, the leader of the Ulster Unionist Party. The report complains of Trimble’s inaccessibility and also includes Senator George J. Mitchell’s [Chair of all-party talks] concerns over DUP [ Democratic Unionist Party] and UKUP [United Kingdom Unionist Party] pressure on Trimble. Mitchell scheduled a Plenary to publish the rules of procedure and informed the Governments of his temporary departure until late October. The UUP [Ulster Unionist Party] indicated satisfaction with just a draft of legislation for decommissioning in a meeting with the Irish Government.
