Writing Peace: The National Archives of Ireland (NAI)

This report by David Donoghue, the Anglo-Irish Joint Secretary, records the multi-party meetings on 30 September 1996. The report expresses disappointment over the UUP’s [Ulster Unionist Party] retreat beyond the Washington Three preconditions laid down by former Secretary of State of Northern Ireland, Patrick Mayhew. The report expresses an expectation that current talks will fail because of this, and records details from the Government delegation as well as a “histrionic” exchange between David Trimble, the leader of the UUP, and the Secretary of State, Mo Mowlam. It also records a conversation between Sir Patrick Mayhew, the former Secretary of State, and Trimble in which Patrick formed the impression that Trimble had yielded to pressure from the DUP [The Democratic Unionist Party] and UKUP [United Kingdom Unionist Party]. Donoghue records a consultation with the British government concluding that agreements with the UUP had failed, and strategising for public presentation based on the Mitchell Report, a document setting out principles for the negotiations by former U.S. Senator George Mitchell. The report records details of a further UUP meeting and a Plenary session scheduled for the next day, and expresses the likelihood that the decommissioning issue will be pushed off until October 14.
