This record of a trilateral meeting between the Governments and UUP [Ulster Unionist Party] by David Donoghue, the Anglo-Irish Joint Secretary details the parties’ negotiating process to begin three-stranded talks. The UUP continued to have concerns over the implementation of decommissioning before the entry of Sinn Fein into the talks, and David Trimble, the head of the UUP, expresses particular concerns about proposals for a committee and whether clear progress would be made on decommissioning in the committee. The Minister for Justice, Nora Owen voiced concerns over the number of Trimble’s requirements delaying headway towards the three-stranded talks.
