Assessment
Without Rules of Procedure to govern the conduct of this stage of the proceedings it has been accepted that unanimity is needed in order that Rules of Procedure be adopted. However, it is clear that fundamental disagreement exists in many areas. Such disagreement could bog down the process, at least for a considerable time. unless a method is agreed to resolve the impasse.
The DUP have categorised the Rules of Procedure firstly to identify (a) those already agreed and (b) those yet to be agreed. Secondly of those yet to be agreed - (1) those draft rules we require to be resolved to our satisfaction before the slate of rules, as a whole, can be adopted: (2) subject to (1) those draft rules from which we would be prepared to remove our block: (3) subject to (1) those draft rules we would assent to being processed by the agreed decision making process outlined in the draft Rules of Procedure: and (4) subject to (1) those draft rules which could be disposed of by means of an agreed resolution of the opening Plenary rather than as a Rules of Procedure: (5) those draft rules that we believe could be agreed by minor amendment without controversy.

* If the Draft Rule 15 is dropped we would remove our block from 15a. We would then drop DU21. # If delegates agree the principle contained in the text it could be removed from the Draft Rules of procedures and passed as a resolution at the Opening Plenary. While we do not accept the text of GR17 the issue it relates to can also be dealt with at the Opening Plenary. - This can be by general understanding but always subject to a Business Committee decision and does not need to be a rule of procedure. < As an alternative to 9 - The Chairmen may bring forward specific suggestions if it is regarded as helpful by the relevant delegations. \> Instead of the words "subject to co-ordination with" insert "having regard to the views of".

This document contains the DUP's assessment of the areas of disagreement on the rules of procedure which was given to the British Government, who likely showed it to the Irish Government. The DUP classified the rules into two categories - those that all the parties had agreed to, and those that were still being debated. The DUP further classified the second category of rules into sub-categories based on the DUP's assessment of the different mechanisms that could be used to resolve the disagreements.
