This UUP [Ulster Unionist Party] statement addresses decommissioning on 30 September 1996 and emphasizes that the Government originally stated commitment to disarmament would come at the beginning of negotiations on 28 February 1996. The UUP insists that a structure for decommissioning should be in place before political negotiations, and that no parties should be allowed into the negotiations until they “have adequately demonstrated their commitment to peace.” The party calls on the Governments to establish a Verification Commission with UUP consultation, enact enabling legislation, and publish a draft decommissioning scheme. The statement suggests that written submissions be made before the plenary session on decommissioning and insists that all participants must ratify the Verification Commission at end of debate. The UUP calls for agreement on sanctions if decommissioning processes are breached and refers to activity of Sinn Fein/IRA as a “terrorist campaign.” The statement clearly states that Sinn Fein must commit to the agreed upon decommissioning procedures before UUP will negotiate with them.
