This document contains a note from Seán Ó hUiginn to Paddy Teahon from 12 July 1996, which encloses a minute from Philip McDonagh which describes the political mood of various individuals affiliated with different parties in London. McDonagh provides a summary of his conversations with Nigel Warner and Mo Mowlam of the British Labour Party, and with Seamus Mallon and John Hume of the SDLP. He also described his conversations with several other members of Parliament, who indicated that the Manchester bomb had caused them to question PIRA's intentions and motivations. McDonagh also reportedly spoke with one young unionist who wanted to express criticism of the Orange Order's behaviour at Drumcree, and with British officials who told him about Patrick Mayhew and John Major's thinking regarding Drumcree. The cover note from Ó hUiginn contains an annotation addressed to John Bruton.
