This document provides a record of the meeting that took place between members of the Irish Government and Sinn Féin on 6 June 1996. Seán Ó hUiginn provided the Sinn Féin with copies of the Scenario paper, the procedural guidelines and the draft agenda for the talks. The Irish side requested an indication of Sinn Féin's thinking with regards to the launch of the talks, and Sinn Féin told the Irish delegation that it would be impossible for them to join to join the talks from the beginning. The Irish side asked for an advance indication from Sinn Féin in case they felt they had a package with which they could approach the IRA regarding a ceasefire, and also asked them about what position they expected the Irish Government to take on 10 June with regards to Sinn Féin. Paddy Teahon urged Sinn Féin to join the talks from the beginning, and Tim Dalton asked them how long they believed it would take for a ceasefire to take place. Gerry Adams said that he would try to give the Irish Government an update about the status of the package they intended to take to the IRA before next Monday. He also stated that he planned to make a statement on the launch of the talks, and said that Sinn Féin was considering filing a case against the Irish Government over their exclusion from the negotiations. Adams also asked the Irish Government to take into consideration a scenario where Sinn Féin joined the talks one to two weeks after their start. He asked the Irish Government to confirm that Sinn Féin would be allowed entry into the negotiations if the IRA called for a restoration of the 1994 ceasefire, which the Irish delegation confirmed. Some annotated text next to this part of the record written some time after the meeting states that this commitment was made before "Lisburn etc changed the landscape", and that the Irish could not be reasonably held to their promise.
