This document provides an account of a meeting between the Irish Government and the UUP that took place on 25 July 1996. The UUP proposed the establishment of a working group with the task of considering mechanisms for decommissioning and reporting back its conclusions to the resumed opening Plenary at the beginning of September. The UUP also stated that they had spoken to the loyalist parties about the same, and reassured them that the mutuality provisions in the Mitchell Report would protect them. The Irish side argued that the UUP's proposal suggested that decommissioning should be given primacy over the three strands. They also noted that the UUP would need to get the DUP on board if they were to get sufficient consensus on their proposals.
