This document by David Donoghue, the Anglo-Irish Joint Secretary, records the details of meetings held on 24 September 1996. The Governments decided to release their judgment on the Alliance complaint during a Plenary session and met to produce a joint paper intended to be presented to the UUP [Ulster Unionist Party]. The DUP [Democratic Unionist Party] accused the Alliance Party of Northern Ireland of a breach of confidentiality, and UKUP [United Kingdom Unionist Party] and Alliance raised suggestions about the confidentiality rules in response. The Plenary was adjourned and the Government delegation held bilaterals with the British Government. The Irish Government blocked efforts of the British Government to establish an inchoate Commission and to combine General John De Chastelain’s chairmanship of the Commission and Strand Two, the North/South Ministerial Council. The governments planned to finalize a paper on the role of international experts in the Commission.
