This document records a trilateral meeting between the Irish Government, the British Government, and the UUP [Ulster Unionist Party] which took place on 18 September 1996, during which the UUP was presented with two draft bills related to the decommissioning scheme. The UUP circulated their list of questions and requested further details about the structure of the International Commission. Throughout the meeting, the Minister of Justice, Nora Owen, and the Tánaiste, Dick Spring, urged the UUP to take a realistic approach to the progress of decommissioning, while the UUP pushed for the informal designation of Commission members. The Tánaiste emphasised that political progress was a necessary precursor to meaningful decommissioning efforts and stressed the importance of Sinn Féin’s involvement in the talks, warning that the UUP appeared to be reverting to the position taken during the Washington Three negotiations. The Secretary of State, Patrick Mayhew, expressed hope that British legislation on decommissioning could be passed before Christmas.
