This document records the Anglo-Irish division’s plan for negotiation meetings on 8 July 1997, outlining the schedule and key discussions planned for Minister Ray Burke and his delegation upon arrival at Castle Buildings. The itinerary includes a briefing on the outcomes of the morning’s official-level discussions with the British Government and the Chairmen, followed by a meeting with the Secretary of State and the Chairmen to strategize for the afternoon Plenary session. Additionally, a separate meeting with the Secretary of State has been scheduled after the Plenary to address developments related to the Drumcree march. The meeting with the Chairmen focused on a proposed timetable by Senator George J. Mitchell, the Chairman of Plenary. The steering note outlines the Anglo-Irish division’s draft timetable for the Plenary which includes a vote on all proposals on 23 July. The note expresses concern that the British government will try to push back the vote to the last week of July in reaction to David Trimble, the leader of the Ulster Unionist Party. The steering note discusses Trimble’s letter to Prime Minister Tony Blair requiring clarification on many points and advises the Minister not to pander to Trimble’s demands. The Anglo-Irish division also expresses concern that Trimble is manoeuvring to place blame on their division and advises the Minister to bring up the letter to Blair in meetings with the British side. The steering note concludes with a plan to express strong disagreement over the march down Garvaghy Road to the Secretary of State, Mo Mowlam.
