This document contains the statement that was issued by Seamus Mallon on 30 September 1996. In the statement, Mallon spoke about the decommissioning issue. He stated that there were certain realities that must be taken into account while debating decommissiong. These included an acknowledgement of the fact that decommissioning was more of a political measure than a security measure, that it was a voluntary exercise, that it should not be considered a pre-condition for talks but rather a by-product of them, and finally that the process of decommissioning would have to take place on a "mutual" basis. He also posed some questions for the unionist parties who were insisting that the parties should put decommissioning at the front of the talks agenda, which would indicate whether or not the unionists were engaging with the Mitchell report in good faith.
