This document provides an account of a meeting between Walter Kirwan and Seamus Mallon that took place on 25 October 1996 at Mallon's house in Armagh. Kirwan described the recent contacts between British and Irish Governments, and the British position on the PIRA ceasefire that was allegedly on the horizon. They discussed possible timetables for the announcement of the PIRA ceasefire, and how long after the announcement Sinn Féin would be allowed to enter the talks. Mallon inquired about the extent of the involvement of John Hume in the talks between the Irish and British Governments, and the Sinn Féin, to which Kirwan gave an non-commital answer. Mallon also stated that a three month-long lag between the ceasefire and the entry of Sinn Féin would likely affect SDLP very negatively, including in forthcoming elections. They discussed the possibility of an exit from the address to decommissioning, and Kirwan told Mallon about the 27 October meeting in which the delegates would decide whether the Business Committee was going to be disbanded. The first page of the document contains an attached page, which contains annotations from and signatures of various members of the Irish Government.
