This ruling by the British and Irish Governments addresses the Alliance Party of Northern Ireland’s accusations that the UUP [Ulster Unionist Party], DUP [Democratic Unionist Party], PUP [Progressive Unionist Party] and the UDP [Ulster Democratic Party] were in breach of the Mitchell principles. The document first outlines Rule 29, which governs such representations, and also reiterates the Mitchell principles from the International Body’s report. The Governments’ refer to Alliance’s “Submission on breaches of the Mitchell Principles” from 10 September 1996, a letter from Alliance Party leader John Alderdice and responses from Unionist parties. Alliance’s complaint centred around the Drumcree conflict, which they maintained defied the rule of law and was endorsed by the Unionist parties. The document records the UUP and DUP’s rejection of this representation and the Governments emphasise the importance of establishing intent to breach the Mitchell principles, rejecting that the Orange Order, a Protestant order which organises yearly marches to Drumcree Church, was under the authority of the UUP. The Governments elect to take no further action on any of the complaints.
