This document provides an account of a meeting between Joe Byrne and Ray Bassett that took place in late September or early October 1996. Joe Byrne, a leading SDLP figure in West Tyrone, told Bassett that the reports of a large-scale boycott in the west of Northern Ireland had been exaggerated. He did, however, give Bassett reports on boycotts of a chemist shop in Castlederg and a petrol company in Pomeroy, and the impact that that was having on community relations in the two constituencies. They also spoke about local relations between the SDLP and the UUP in the aftermath of Drumcree, and Byrne opined that political accommodation between the UUP and the SDLP would be difficult to bring while David Trimble remained the head of the UUP. They also discussed the British Government's proposals regarding the reorganisation of Northern Ireland's Education and Library Boards Department, the unionist domination of the Strabane Council, as well as the upcoming Westminster election. Byrne said that he was in favour of a pact between the SDLP and Sinn Féin, though he expressed confidence that SDLP would be able to take the West Tyrone seat. The document contains several annotations, and some text is highlighted.
