Photocopied long and short versions of a confidential paper titled ‘A new approach to the Northern Ireland problem?’. The paper was written by “ND” [This seems likely to have been Noel Dorr for the Department of Foreign Affairs]. The paper argues for “a joint initiative by the two Governments which will set the basic framework for a settlement and yet allow scope for negotiation by all the constitutional parties on structures to be established”, and a new, agreed status for Northern Ireland establishing an agreed “Constitution of Northern Ireland”. There is a note in pencil on the first page which reads “Author? on 17/4/04”.
