WORKPLAN FOR THE TALKS BEFORE THE ELECTION
2 (a) COMMITTEES
The Plenary Conference should be the ultimate decision-taking body. [There should be] a Business Committee to identify and agenda for the talks. Only then would it be cle working committee to address Strand I issues. [Separ what role sub-e working committees cwould perform.address Stand II and Strand III.] Party Leaders [should also be] able to meet separately or with the Secretary of State to discuss matters when necessary.

No delegates [will] give press interviews about the Talks.
