Amended Workplan for Talks Before Election

WORKPLAN FOR THE TALKS BEFORE THE ELECTION

1. NATURE OF THE GAP?

[The length of the gap] would be determined by an Inter Governmental Conference held after the Election. The agreed position of the parties was that:

(i) [Talks would r]esume week beginning 27 April;

(ii) If advantage can not be taken of the holiday period (which he thought everyone would need), then continue talking;

(iii) The statement to the effect that there would not be a Conference before a specified date would provide some flexibility, and this would be further enhanced if the Irish were content for no further Conference until the Autumn; and

(iv) A willingness from everybody concerned to respond to meetings in July would be required.

2 (a) COMMITTEES

There would be plenary sessions, opportunities for Leaders to meet together with or without the Secretary of State, a Business Committee chaired by the Minister of State and with two delegates from each of the Parties which would look at administrative matters, the business of the conference (agenda) and procedural problems. There could also be committees or sub-committees appointed by the plenary conference to deal with particular matters as they arose, on a recommendation from the Business Committee or otherwise. All sub-committees would report to the plenary conference.

Membership of the Business Committee - each party to nominate two delegates. [Parties may substitute delegates, provided the Minister of State is advised, but should try to maintain continuity where possible.]

(b) Official records of meetings should be continued as before.

4. PRACTICAL ARRANGEMENTS FOR THE REST OF THE WEEK

The Business Committee should meet before the election, preferably later in the afternoon. Their recommendations could be drawn up and reported back later.

Preparation of draft documents for Strand One and informal consultations between the parties could continue during the gap for the Election.

5. HANDLING THE PRESS TODAY AND IN THE FUTURE

No delegates [will] give press interviews about the Talks.

This embargo relates specifically to the round table discussions should not prevent other essential interaction with the Press, particularly during the election campaign.
