WORKPLAN FOR THE TALKS BEFORE THE ELECTION
2 (a) COMMITTEES
The Plenary Conference should be the ultimate decision-taking body. [There should be] a Business Committee with consistent membership. Sub-committees [should] be established on specific issues such as finance and economy, powers to be transferred, the exercise of executive responsibility, [and] constitutional protections. Parties should also be able to meet separately or with the Secretary of State to discuss matters when necessary.
