A brief Plenary meeting is held to announce a series of bilateral talks on the Sub-Committee report. We do not have the minutes of this meeting, but it seems that John Hume made a push for the Secretary of State to announce the transition to Strand II of that talks.

Two Plenary meetings took place on this day. The first one, held at 11:40, was simply to inform the delegations that the Party leaders were working on a solution to the impasse. We have no record of this meeting. During the second meeting, held at 21:52, the final Statement to Plenary (on the transition to Strands 2 and 3) was amended before being agreed and issued as a press release.
