IN THE FINAL STAGES OF EDITING A series of talks launched by Peter Brooke, Secretary of State for Northern in Ireland, which began in April 1991, and were carried on intermittently by Brooke and his successor, Patrick Mayhew, until November 1992.

Baron Reginald (Reg) Norman Morgan Empey; OBE. Born 26 October 1947. UUP delegate to the 1996-1998 multi-party talks, and a member of the negotiating team. UUP delegate to the Northern Ireland Forum for Political Dialogue for East Belfast. MLA for East Belfast, 1998-2011. UUP Leader, 2005-10. Chairman of the UUP, 2012-19. Empey was also twice Lord Mayor of Belfast.
