Description: The text of what would ultimately become Article 39 of the Constitution began in the Advisory Subcommittee on Fundamental Rights, when B.N. Rau presented a set of draft articles to the subcommittee. The editors have not found this document, but based on the content of discussions, it is clear that this document contained the text of Clause 45(2.2) of the Irish Constitution. The discussion on Directive Principles originated in the subcommittee, and B.N. Rau used this discussion as the basis for a set of clauses, one of which is the text of what would become Article 39.
