WORKPLAN FOR THE TALKS BEFORE THE ELECTION

2 (a) COMMITTEES

There would be plenary sessions, opportunities for Leaders to meet together with or without the Secretary of State, a Business Committee chaired by the Minister of State and with two delegates from each of the Parties which would look at administrative matters, the business of the conference (agenda) and procedural problems. There could also be committees or sub-committees appointed by the plenary conference to deal with particular matters as they arose, on a recommendation from the Business Committee or otherwise. All sub-committees would report to the plenary conference.

Membership of the Business Committee - each party to nominate two delegates.

3. ARE WE READY TO MOVE TO SUBSTANCE?

The next stage of the agenda and the subject of venues would be referred to the Business Committee.

5. HANDLING THE PRESS TODAY AND IN THE FUTURE

No delegates [will] give press interviews about the Talks.
