WORKPLAN FOR THE TALKS BEFORE THE ELECTION

2 (a) COMMITTEES

The Plenary Conference should be the ultimate decision-taking body. [There should be] a Business Committee with consistent membership. Sub-committees [should] be established on specific issues such as finance and economy, powers to be transferred, the exercise of executive responsibility, constitutional protections and relations with bodies outside Northern Ireland and such as Westminster, Republic of Ireland the EEC. Party Leaders [should also be] able to meet separately or with the Secretary of State to discuss matters when necessary.

2 (b) DIFFERENT ARRANGEMENTS?

5. HANDLING THE PRESS TODAY AND IN THE FUTURE

No delegates [will] give press interviews about the Talks.
