Resolved, That the testimony taken as to Hon. James Brooks be recommitted to the Committee of Elections, with instructions to report especially the facts as to the custom underWilliam E. Dodge is not entitled to a seat in the laws of New York ofHouse appointing inspectors of the registry of elections not residinga Representative in the particular election districts thirty-nin which they act; also that the contestant and sitting member be permitted to make proof of Congress from the casting of leigal votes in the 15th district of the 18th ward, and that the committee be authorized to prescribe the time and manner of taking the necessary testimonyin New York.
