The Plenary Conference should be the ultimate decision-taking body. [There should be] a Business Committee [+e803276]with consistent membership. Sub-[+e803294]and a working [+e803276 -e803294]committee[+e803276]s [should] be established on specific[+e803294] to address Strand I[+e803276 -e803294] issues[+e803276] such as finance and economy, powers to be t[+e803294]. There would be plenary sessions, opportunities for Leaders to meet together with or without the Secretary of State, a Business Committee chaired by the Minister of State and with two delegates from each of the Parties which would look at administrative matters, the business of the conference (agenda) and procedural problems. There could also be committees or sub-committees appointed by the plenary conference to deal with particular matters as they arose, on a recommendation from the Business Committee or otherwise.
