Northern Ireland Downing Street Joint Declaration (1993)

This project models the series of formal and informal negotiations which led to the publication, in December 1993, of a declaration issued jointly by the British and Irish Governments. The Joint Declaration was a critical policy document which paved the way for a ceasefire and the entry of Sinn Féin into formal talks. It also laid out a shared set of principles – including, crucially, self-determination for the people of Ireland subject to the consent of the people of Northern Ireland – which would come to underpin the Belfast Good Friday Agreement and provide a framework for its ratification.

[Exact time unknown] The British Government made connected proposals to the Anglo-Irish Conference and the Butler/Nally group which were designed to allow them to refine the language of JD6 in the context of Strand 3 of the Talks, whilst also producing a Framework Paper which would indicate to the Unionists they had taken on board their request for a Heads of Agreement document. We do not currently have an internal record of these proposals, so we have created them on the day they were put to the Irish delegations.

Photocopied summary note [by David Donoghue] of a meeting of the Anglo-Irish Intergovernmental Conference [held in London] on 10 September 1993. The Secretary of State proposes that the Liaison Group work on a "'joint framework statement' with a substantial constitutional component". [The British Government intended to use this to develop suitable language for a future draft of the Joint Declaration.]

Photocopied note by Nally of his meeting with Butler, on 10 September 1993. Also present at the meeting were Ó hUiginn, and Chilcot. The note is addressed to Reynolds and marked “secret and personal”. Items discussed include the wording of the draft Joint Declaration; the nature of a referendum to follow the outcome of the present process; and a British Government proposal for the Liaison Group to be mandated to draw up a paper on the position of the two Governments which could be used to develop Joint Declaration language. Further includes a full report by Ó hUiginn of the same meeting, dated 13 September 1993.
