PACT: Mini Models

This negotiation contains a selection of mini-models designed to provide an insight into the ongoing work of PACT and to demonstrate Quill's approach to visualising the archive material and tracking the process of negotiation. It differs from our usual approach in that we will be presenting only certain documents and moments in isolation, rather than including everything tabled during the course of a negotiation. This collection is still under construction, and we will be regularly adding small amounts of new material.

Description: The text of what would ultimately become Article 39 of the Constitution began in the Advisory Subcommittee on Fundamental Rights, when B.N. Rau presented a set of draft articles to the subcommittee. The editors have not found this document, but based on the content of discussions, it is clear that this document contained the text of Clause 45(2.2) of the Irish Constitution. The discussion on Directive Principles originated in the subcommittee, and B.N. Rau used this discussion as the basis for a set of clauses, one of which is the text of what would become Article 39.

Description: The Advisory Committee referred its Supplementary Report on Fundamental Rights to the Constituent Assembly for consideration. At this point, the relevant clause is now Clause 3. This report was referred to the Constitutional Adviser for incorporation into the draft Constitution before it was considered by the Assembly. The Drafting Committee's draft Constitution came up for consideration in the Assembly in November 1948. At this point, the relevant article is Article 31.
