The Civil Rights Act of 1875

James K. Kelly

(February 16, 1819 — September 15, 1903) Kelly was an American politician and lawyer. James Kelly was born in Center County, Pennsylvania and settled in Oregon in 1851 after going to California to mine gold. While practicing law in the Oregon Territory, Kelly was a commissioner for the codification of the territorial laws (1852), a member of the Territorial Legislature from 1853 to 1857, and a delegate to the State constitutional convention in 1857. After Oregon obtained statehood, Kelly served as a member of the State Senate from 1860 to 1864. He was elected as a Democrat to the United States Senate for the Forty-Second, Forty-Third, and Forty-Fourth Congresses (March 4, 1871 to March 3, 1877).
