The Civil Rights Act of 1875

Joseph S. Smith

(June 20, 1824 — July 13, 1884) Smith was a teacher, lawyer, and politician. Joseph Smith was born in Fayette County, Pennsylvania and moved to Oregon City in 1844. After studying law and being admitted to the bar, Smith moved to Washington and was elected to the Territorial House of Representatives and later, appointed by the President of the United States to be the United States Attorney for the Washington Territory. Following his time in Washington, he moved back to Oregon and practiced law until 1869, when he was elected as a Democrat to the Forty-First Congress from March 4, 1869 to March 3, 1871.
