(8 October, 1826 -- 20 March, 1916) Jayne was an American doctor and politician. Born in Springfield, Ill., Jayne studied and practiced medicine. From 1859 to 1861, Jayne served as mayor of Springfield. In 1861, Jayne accepted the appointment of Governor of Dakota Territory from President Lincoln (serving from 1861 to 1863). Jayne presented credentials as a Delegate-elect to the Thirty-eighth Congress.
