United States Thirteenth Amendment 1863-65

An amendment to the United States Constitution to abolish slavery introduced during the American Civil War.

(11 April, 1821 -- 12 February, 1901) Blair was an American lawyer and politician. Born in Wood County, Va., Blair studied law and was admitted to the bar in 1844. Blair was elected as a Unionist from Virginia to the Thirty-seventh Congress to fill the vacancy caused by the resignation of United States Representative John S. Carlile. Afterwards, Blair was elected as an Unconditional Unionist from West Virginia to the Thirty-eighth Congress.
