Born in Franklin County, Maine, Bennet studied law and was admitted to the bar in 1851. Bennet moved to Denver, Colorado in 1859. After Colorado was admitted as a Territory for representation, Bennet was elected as a Conservative Republican as a Delegate to the Thirty-seventh Congress. Bennet was reelected to the Thirty-eighth Congress.
