The Convention considers Propositions Number 7, 17, 19, 21, 31, 46, 51, 61, 70, 90, and Substitute Proposition Number 4 and its accompanying committee reports. Propositions Number 102 to 113 are read a second time. Propositions Number 126 to 132 are read a first time and referred to the Committee on Printing.

Your Committee on Legislative Department, Distribution of Powers and Apportionment, begs leave to report that it has examined Proposition No. 7, and respectfully recommends that said Proposition No. 7 be indefinitely postponed inasmuch as the subject-matter therein is incorporated in substitute Proposition No. 4 submitted by this Committee.
