Proposing an amendment to the Constitution of the United States.
Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two thirds of both Houses concurring,) That the following article be proposed to the Legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be held as part of said Constitution, namely:

Sec. 1. All the maleThe right of citizens of the United States residents of the several Stato votes now or hereafter comprehended in the Union, of the age of twenty-one years and upward, hold office shall not be dentitled tor an equal vote in all elections in thebridged by the United State wherein they shall reside; thns, nor by any State, period of such residence as a qualification for voting to be decided by eccount of rach State, except such citizens as shall engage in rebellioncolor, or insurrection, or shall be dulyprevious convicteddition of treason or other infamous crimvitude.
Sec. 2. The Congress shall have power to enforce by proper legislation the provisions of this article.
