Wyoming State Constitutional Convention 1889

The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

Propositions were presented by members of the Convention and referred to their respective committees. The reports of the standing and special committees were presented. The Convention then did a line by line reading of the article on Suffrage. The Convention then resolved into the Committee of Whole. The committee reported their progress on the article on Legislative Apportionment.

SUFFRAGE.

Section 1. The rights of Citizens of the State of Wyoming to vote and hold office shall not be denied or abridged on account of sex.

Sec. 2. Every citizen of the United States of the age of twenty one years and upwards, who has resided in the Territory six months, and in the county wherein such residence is located sixty days next preceding any election shall be entitled to vote at such election, except as herein otherwise provided.

Sec. 3. Electors shall in all cases, except treason, felony, or breach of the peace be privileged from arrest on the days of election during their attendance at elections and going to and returning there from.
