Proposals for the Committee on State Debts and Militia

That the Committee consider the necessity and expediency of the debts of the several States being assumed by the United States.

The Legislature of the United States shall have the power:

To make laws for regulating and disciplining the militia, not exceeding one tenth part in any one year, and reserving the appointment of officers to the States and of such part of the Militia as might be required by the States for their own use;
