The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

SUFFRAGE.
Section 1. The rights of Citizens of the State of Wyoming to vote and hold office shall not be denied or abridged on account of sex.
Both male and female citizens of this state shall equally enjoy all civil, political and religious rights and privileges.
