The Wyoming Constitution Convention began September 2, 1889 without the authorization from an enabling act. The articles were individually voted on, creating the final Constitution of Wyoming on September 30, 1889. It was later ratified on November 5, 1889.

The Committee on Legislative Department presented their reports to the Convention. Propositions were presented by members of the Convention and referred to their respective committees. The Committee on Federal Relations, Public Land and Military Affairs and the Committee on Executive Department each presented their reports to the Convention. The Rules of the Convention were then taken up.
