The Committee on the Judiciary reports H. Res. 870 with an amendment
Whereas R. R. Butler, Representative-elect from the first congressional district of Tennessee, performed honorable service in the Army of the United States from September, 1863, till May, 1864: Therefore,
Be it enacted by the Senate and House of Representatives of the United States in Congress assembled, That all legal and politicalthe disabilities imposed by the United States upon Roderick R. Butler, of Tennessee, in consequenby force of participation in the recent rebellion, be, and the same are hereby, removact of Congress entitled. “And the said Butler, on entering upon act to provide for the dischargmore of duties of any office to which he has been or may be elected or appointed, insteadt government of the oath prescribed by the act of Julyrebel States,” passed March 2, 18627, shall take and subscribe the following oath: I, Roderick R. Butler, do solemnly swear (or affirm) that I willact of Congress support and defendlementary the Constitution of the United States against all enemies, foreignreto, passed March 23, 1867, and domestic; that I will bear true faith and allegiance toe act supplementary the same; that I take this obligation freereto, passed July 19, without1867, and by mental reservation or purpose of evaany provision, and that I will faithfully discharge the duties of the Constitution of the office on which I am about to enter, so help me GoUnited States, are hereby removed.
