Joint Resolution
Proposing an amendment to the Constitution of the United States.
Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two thirds of both Houses concurring,) That the following article be proposed to the Legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be held as part of said Constitution, namely:

Sec. 1. The right to vote and hold office in the United States and the several States and Territories shall belong to all male citizens of the United States who are twenty-one years old,to vote and who have not been orld office shall not be duly convictenied of treason or other infamous crime: Provr abridged, That nothing herein contain by the United shall deprive the several States, of the right to make such registration laws as shall be deemed necessary to guard the purity of electir by any State, ons accound to fix the terms of residence which shall precede the exerciseace, color, of the right to vote: And provided, That the United States and the several States shall have the right to fix the age and other qualifications for office under their respective jurisdictions, which said registration laws, terms of residence, age, and other qualifications shall be uniformly applicable to all male citizens of the United Statesvitude.
Sec. 2. The Congress shall have power to enforce by proper legislation the provisions of this article.
