Joint Resolution
Proposing an amendment to the Constitution of the United States.
Be it resolved by the Senate and House of Representatives of the United States of America in Congress assembled, (two thirds of both Houses concurring,) That the following article be proposed to the Legislatures of the several States as an amendment to the Constitution of the United States, which, when ratified by three fourths of said Legislatures, shall be held as part of said Constitution, namely:

Sec. 1. No State shall make or enforce any law which shall abridge or deny toThe right of any male citizen of the United States of sound mind and twenty-one years of age or upward the equal exercise of the elective franchise, subject to such registration laws as theto vote shall not be denied or abridged by the United State may establish, at all elections ins or any State wherein he shall have actually resided fby reason of race, color or a pereviod of us cone year next preceding such election, except such of slavery of saidany citizens as shall hereafter engage in rebellion or insurrection, or who may have be or class of citizens or shall be duly convicf the United of treason or other infamous crimeStates.
Sec. 2. The Congress shall have power to enforce by proper legislation the provisions of this article.
